It very much is, but they have no voice. In fact, there really isn't a convenient label. (One American Government textbook I used to use called them "communitarians" but that isn't really correct--communitarianism was a pretty obscure political theory that emerged in the 80s and 90s. Probably the most well known statement was Robert Putnam's Bowling Alone. But it was really about people wanting to live in places like New Hope. Probably that quadrant is now best described as "populist" and lacking any other option, they've latched onto Trump's nationalism. Huckabee's Presidential campaign also tried to go after those voters.
Consider how in Arkansas, a referendum to raise the minimum wage (it's currently $10 an hour, it will go to $11 next year) passed by an overwhelming amount, and though Republicans in the legislator grumble, they haven't really moved to undo it. Other Southern states haven't seen this, because they don't have Arkansas's initiative and referendum.
