Every federal employee receives a very modest base salary and then an additional 15% to 39% to take into account COL. This additional money is not a pay raise and has always been a part of a federal employee's salary. A true "pay freeze" would lead to federal employees earning the same gross salary in 2019 that they did in 2018.

If this plan is implemented their pay in 2019 will be 15%-39% less than it was in 2018.

Do you think they will grasp this concept?

That's my understanding from the WAPO article--locality pay won't increase. Apparently, people who work in high COL areas tend to get bigger COLAs than people who work in low COL areas. So it does still screw over Fed workers, especially those in high COL areas. But not a 25% pay cut.

That mailer is not “campaign lit,” it is taxpayer-paid-for propaganda (I would actually be very much in favor of elections that were EXCLUSIVELY publicly funded, but as long as this is the system we live in I am going to bitch when my one time opponent gets to use the bully pulpit of his office and I don’t!).

Since it is a representative to constitutent newsletter rather than a campaign piece, think of it as propaganda. He has a bit in there about him resigning and saying good bye. He also has a whole back page about the water issue, and how oh ho ho he’s been working for a year imploring Governor Wolf to do something about it.

That’s great except for one thing: the problem surfaced in 2016 which by my math is two years ago.

This is a long story but suffice it to say that his or at least his office’s shoulder shrug at this issue was THE reason a guy like me - who, ahem, was the chair of the local environmental advisory council in 2016 - decided it was time to run against him.

In any event that piece helps the successor he is trying to coronate, his office manager.
