Yeah you're not going to see the words "2016 election" or "Trump" or "Republican National Convention" in there, but it's the tip of the iceberg. Mueller must know so much. And as people continue to say, the team he assembled didn't sign up to take down Manafort for stuff he did in 2006.

that’s why federal cases usually take so long: The agency starts at the bottom or periphery of an organization and works inward, layer by layer, until it’s in a position to build a rock-solid case against the person at the top.

They are probably going to try to use the indictments to help gather further information.
