Doesn't the military already have that policy in place sort of? Obama put things in motion to allow it, starting July 1st, Trump delayed it, and now canceled it?

The House just rejected an amendment that would've banned funding for transgender surgery for military members reportedly in large part due to Mattis lobbying against it. Not sure how this goes along with that.
