Exactly. Honestly, I think they need to admit that they don't know where he is and release the lockdown (official or unofficial). There was a guy picking people off at gas stations in DC about a decade ago and they didn't tell everyone they had to stay home.

the lockdown is fictional. the lockdown is "all natural". As you've suggested, the "lockdown" doesn't actually mean any particular thing.

the kid is probably hiding under some porch. i would consider him dangerous, but i think he is probably scared as shit without his brother. i think he followed his disillusioned brother and at 19 he probably looked at this as more of an adventure than some ideological passion. he will eventually come up for air and it may end up being a fire fight with law enforcement, but unless he is cornered, i don't see him planning anymore killings.
