I think that maybe he just can't read pitches and he just guesses up there. I see no other explanation. But still, just stand there until he throws a strike or two, rather than assume the guy is going to groove a pitch because the bases are loaded.
Go ahead and check his career stats, he is not doing much learning year to year

i was thinking this last night. i got over it, since it was never gonna happen. but if you're running on first movement, how do you know when that actually is?
There's some latitude in that it's not to be called a balk if it's a normal motion in the pitcher's delivery. But yeah, I don't think allowing this motion is within the intent of that exemption.
