Reports are the expected that Strasburg opts out of his remaining 4 years for $100M for his shot at closing out his career for over $200M (seen 7 years at 210 - 240M). I would guess that the Phillies have to put in a bid no matter the chance of him coming to the team.

I'm pretty sure Nationals will get the first shot at Strasburg, and that he wants to stay there. Boras said he will start negotiations with them today or Monday.
