Good question. I received all my training in Laws of Land Warfare and stuff like that before all this terrorist/ISIS thing. Of course, we were surrounded by terrorists in Europe but I don't remember addressing that issue.

Lots of folks say torture doesn't really work anyway.

Anyway, most of our wars were undeclared and the Laws of War applied. I know they did in Desert Storm.
