Kanye's performance was meant to be symbolic of Sandy in that we were unable to prevent it and just have to wait it out.

The skirt signifies he likes to wear women's clothing.
So far the Eagles have been unable willing to at least make a good will jester - Garry Cobb, Professional Sportswriter
