Well, yeah. If they manage to come up with something that avoid default, it will probably only be 2 times as bad as that. The huge difference is that at least in 95, the Republican leadership had control. Now, it appears they do not.

They've added the balanced budget to the bill and its probably going to pass the house. Would raise ceiling thru December but require a balanced budget amendment to pass both houses and get approved by 2/3rd of the states before raising the ceiling after that.

So, in short, this is a non-starter. Won't even be considered by the Senate or the President.

By like Monday when people are done with the brinkmanship and realize they actually have to pass something, Frelinghuysen and that type of representative gets to start mattering as a part of a coalition of not completely irresponsible House GOPers and Dems has to somehow get to 217 votes to pass whatever the Senate spits out.

Not sure I agree with the conclusion, but I'm thankful to James Surowiecki of The New Yorker* for filling in the history for a doofus like me.

As it happens, the debt ceiling, which was adopted in 1917, did have a purpose once—it was a way for Congress to keep the President accountable. Congress used to exercise only loose control over the government budget, and the President was able to borrow money and spend money with little legislative oversight. But this hasn’t been the case since 1974; Congress now passes comprehensive budget resolutions that detail exactly how the government will tax and spend, and the Treasury Department borrows only the money that Congress allows it to. (It’s why TARP, for instance, required Congress to pass a law authorizing the Treasury to act.) This makes the debt ceiling an anachronism. These days, the debt limit actually makes the President less accountable to Congress, not more: if the ceiling isn’t raised, it’s President Obama who will be deciding which bills get paid and which don’t, with no say from Congress.
