i lived in an apartment with two guys 2 winters ago and in janruary of that year our heat was like 250 something. we all go really angry at each other over it. mainly because one roommate thought he should have to pay less since he was rarely at the apartment to use the heat.

No, but they cost a comparatively negligible about of money.

I'm with the Ball on this one, unless it's something like cable internet that one person never uses or a landline (LOL) situation, or if the size of the rooms is clearly disparate, everyone pays equally barring a previous arrangement.
