Chris Matthews just stated that in the future the President is going to have a separate address on gun control, so that's why he's not really mentioning it tonight.
Tonight is about jobs and how we invest in our future.

State of the whatever speeches are a tough gig. You've got to hit a lot of points, so it's difficult to tell a coherent story. He's trying, and the story is the right one, but the speech just doesn't feel like it has any oomph.
I think the frame should have been more about choices--severe budget austerity versus right-sizing, YOYO (you're on your own) versus WITT (we're in this together). But he's trying to stay above the fray, which I kind of get.
These things are always roughly the same: it's not the state of the union, but how things are going to be 5-10 years from now; it's "we've got to balance the budget, educate our kids, fix social security, respect our veterans, defeat our enemies, cut taxes, quit spending so much, invest in the future, and God Bless America."

My least favorite thing that won't stop is the rhetorical device of bringing in "Regular Joe X" every so often to "personalize" the message. Stop pandering, please God, stop pandering!!!!!!!
