1 - Abuse of Power (Ukraine matter)
2 - Obstruction of Justice (Mueller Report based)
3 - Obstruction of Justice (Ukraine Witness Intimidation)
4 - Violation of Emoluments Clause
5- Obstruction of Congress
Technically they could definitely add one for violation of Federal Campaign Finance laws for the Stormy Daniels payments but I think they don't want to set a precedent that Campaign Finance Laws are impeachable offenses.

My understanding is that there are no set rules. The Turtle and Roberts would have to decide.
