It also is hiding the lifting of sanctions on Deripaska.

EDIT>> It was a surprise apparently. The initial reporting is sort of about how these things happen. The press sits in a room, and there is a speaker that makes announcement, like it was back in the day at elementary school. That is how the press was alerted of todays meeting.
