It's just two dudes. Possibly Islamic extremists. CBS is reporting that they're interviewing their uncle:

Says the two brothers had gotten heavily involved in Islam back in 2009, almost definitely got involved with an extremist-sympathetic mosque.

Uncle of the two suspects on CBS: "They do not deserve to exist on this Earth." Called them losers.
