the FBI had been trying, possibly with success, to groom his as in informant for years. then after the bombing they dispatched a huge team to the area without telling local authorities to try and clear up their mess before anyone else found him

there have been hundreds of convictions for planning terrorists plots since 9/11 but only four of those weren't initiated by US agents

i do agree with that. that's what happened in NJ with the 4 who ended up being arrested. they were prodded into trying to do it, basically.
