Actually I think there is some rule about "surrendering" on a play.

Nothing to do with that though. If the defense has not attempted to play the runner who has missed, a 'safe' sign is given just to indicate that the runner is not 'out'. he could have still been called out on appeal prior to the next pitch (if everitt had in fact adjudged that howard hand't touched the plate....)
