That's kinda my read as well. Continuing my "they're playing chicken" theory, if the Sixers are bluffing they're going to pick Embiid if Cleveland trades down, then Cleveland's now trying to say "That's fine, we'll just pick Exum!" They know Exum isn't flying to Cleveland tonight, and that's why Exum's camp wanted assurance that they aren't being used as a pawn. But it's just another piece to make the Sixers blink.
How does it make the Sixers blink in a hypothetical where Sixers would take Exum over Embiid at 3 anyway
Also how could the information that Cavs will take Exum at 4 sway their decision to take Embiid at 3 (now assuming here that they prefer Embiid). They have to assume that Exum would be gone anyway, even if Sixers try to pick up another pick in back end of top 10

ok. i guess that angle makes some sense if cavs ultimate goal is to try to get sixers to pay up more than their current offer in a trade up for #1 (cavs posturing that they're okay taking ORL offer and Exum if Sixers don't sweeten current offer for #1)
i was just trying to talk this through because it doesn't affect sixers' intentions if they stay put at 3

Continuing this thought experiment, if Hinkie does indeed want #1 and covet Wigs, I think Cavs would be trying to get him to both take Jack and give up 10 (in addition to 3). I think Hink would be fine with Jack but refusing to budge on 10
