The top speed of humans is over 20 mph. And Jurassic Park showed they could run as fast as a car.

Really depends on the human, I think. I'm no dinosaur expert, but I imagine there was a variable top speed for T-Rexes as well. Though, I doubt the T-Rex had a tendency to sit on the couch, eating Cheetos/drinking beer and seeing its speed decrease.
