I personally don't know anything, but Gary Parrish has talked about how Howland should have gone to UNLV on his podcast a bunch of times. I figure he has sources close to someone who knew the situation.

He was all but signed and delivered but Rice used USF gig to get back leverage by creating a social shit storm with players, incoming recruits and old money threatening to leave. So they retained him.
