Right. They couldn't call an infield fly (and they didn't call an infield fly), so if they ruled it as a "catch" then Howard tagged Matsui (and was on the base when he caught the ball anyway), or if they called it a "trap" then JRoll stepped on 2nd and threw to Howard, who was on 1st base and the throw beat the runner. There was no way that wasn't going to be a DP.
